Bids invited from websites for empanelment with BOC for Central Govt ads
With the present empanelment of websites getting over on March 31, 2021, the Bureau of Outreach and Communication (BOC) has invited fresh bids in two-bid system from websites for empanelment with BOC (erstwhile DAVP) for Central Government advertisements. The empanelment shall be valid for a period of two years till March 31, 2023. The panel will come into effect from April 1, 2021.
The bids shall be accepted only in two-bid system consisting of Technical Bid and Financial Bid. Last date for submission of bids is January 15, 2021.
To be eligible to bid, the website must be at least one year old and must be continuously in operation under the same name/ website address for minimum of one year. The website mush report their duly certified average monthly Unique User count from within India per month based on the data of last six months, that is, June 1, 2020 to November 30, 2020. BOC will cross-check the Unique User data submitted by the website through Comscore India. Applicant websites are not required to subscribe to Comscore in this regard.
Only websites which are owned and operated by companies that are incorporated in India will be considered for empanelment. However, websites owned by foreign companies/ origin may be eligible if such websites have wholly-owned company registered and operating in India, which looks after their Indian advertisement business.
Once empanelled with BOC, the websites will place all BOC-released ads only through the Third-Party-Ad-Server (3-PAS) engaged by BOC.
