India proposes comprehensive AI governance framework
The Ministry of Electronics and Information Technology (MeitY) has released a report outlining a comprehensive AI governance framework for India. This framework emphasizes a "whole-of-government" approach, advocating for an Inter-Ministerial AI Coordination Committee to streamline AI policy and regulations.
Key Features of the Proposed Framework:
• Inter-Ministerial Coordination:
o Establishment of a permanent Inter-Ministerial AI Coordination Committee to ensure coordinated efforts across government agencies.
o The Committee will focus on harmonizing existing regulations, issuing joint guidance, and promoting self-regulation within the AI sector.
• Risk Assessment and Mitigation:
o Emphasis on identifying and mitigating potential risks associated with AI systems, particularly those developed or deployed by private entities.
o Focus on creating context-specific datasets to assess fairness and bias in AI models, including the development of Indian-specific datasets.
• Multi-stakeholder Approach:
o The Committee will include both government officials and non-official members (industry experts, academics) to ensure diverse perspectives are considered.
• Technical Support:
o Establishment of a Technical Secretariat to provide technical expertise, coordinate efforts, and maintain an AI incident database to track and address real-world issues.
• Industry Engagement:
o Encouraging voluntary commitments from the industry on transparency and responsible AI development.
• Legal and Regulatory Framework:
o A sub-group will be formed to explore how existing legislation, such as the Digital India Act, can be strengthened to address the challenges of AI governance.

The report emphasizes that the primary goal of AI regulation should be to minimize harm. This includes mitigating potential risks to individuals and society while also enabling responsible innovation. The report acknowledges that regulation carries costs and should only be implemented when necessary to address specific and significant risks.

MeitY has released the report for public consultation, inviting feedback and suggestions until January 27. The input received during this period will be valuable in shaping the final AI governance framework for India.
