Tamil Nadu Gaming Authority tightens rules for Real-Money Gaming

The Tamil Nadu Online Gaming Authority (TNOGA) has introduced a set of stringent regulations aimed at curbing addiction and promoting responsible gaming in the real-money gaming (RMG) industry. These new rules include mandatory AADHAAR verification, strict playtime limits, and continuous cautionary messaging for players.

One of the key provisions prohibits minors under the age of 18 from participating in online real-money gaming. Additionally, online gaming platforms are required to display pop-up warnings every 30 minutes for players engaging in continuous gameplay. These messages will inform users of their total playtime and encourage responsible gaming habits.

The regulations also mandate that gaming platforms offer players the ability to set daily, weekly, and monthly monetary limits. Every time a deposit is made, a notification must be displayed, outlining the set limit and the total amount spent so far. Furthermore, all login pages of real-money gaming apps and websites must prominently feature a warning stating that “ONLINE GAMING IS ADDICTIVE IN NATURE.”

Another significant measure introduced is the enforcement of blank gaming hours, restricting access to online real-money games between 12 AM and 5 AM.

Industry experts have raised concerns over the feasibility of implementing these regulations at a state level, especially with the potential for differing gaming laws across multiple states. The new rules are expected to have a significant impact on the online gaming sector, and industry federations are preparing to challenge the order in court.

Roland Landers, CEO of All India Gaming Federation, said that the Tamil Nadu Online Gaming Authority (TNOGA) had extensively engaged with stakeholders before drafting the rules, ensuring an inclusive and transparent approach. He believes substantial progress has been made toward player protection, fostering innovation, and furthering the growth of India’s online gaming industry.

“It is commendable that many provisions mirror the MeitY rules or borrow language from them, creating a degree of regulatory consistency. However, the biggest threat to players, the economy, and national security remains offshore illegal gambling apps, which operate outside Indian regulations and put users at risk. Addressing this menace requires a collaborative effort between the industry and authorities to develop effective solutions. While some aspects of the new rules may require further deliberation by the industry to assess their operational impact, we look forward to continued engagement to create a balanced and progressive regulatory framework,” Landers said.

The developments mark a critical phase for the real-money gaming industry, with the sector now awaiting legal proceedings and further regulatory clarifications.
