WhatsApp unveils free enterprise messaging to boost AI chatbot use

WhatsApp has announced a major update to its business communication services, making enterprise messaging free. This strategic move aims to promote the use of AI-driven chatbot conversations and strengthen WhatsApp's position in India’s enterprise communication sector, currently dominated by traditional SMS.
Effective November 1, 2024, businesses can now send unlimited service messages for free. Previously, this was capped at 1,000 free conversations per month. WhatsApp clarified in a statement that while businesses can freely engage with users via non-template messages, these interactions must occur within an open customer service window.


By eliminating fees for service messaging and utility templates, WhatsApp is positioning itself as a cost-effective alternative for business communication, likely to accelerate its adoption in India’s competitive enterprise messaging landscape.
Historically, sending service messages—such as order updates or ticket rescheduling—via WhatsApp cost businesses ₹0.25 per message in India, compared to SMS charges of ₹0.12–₹0.15 and Google’s Rich Communication Services (RCS) pricing of ₹0.20–₹0.25. Despite WhatsApp's significant penetration as a messaging platform, SMS retains 90% of the enterprise communication market, while WhatsApp holds around 30%.
This new policy could drive more two-way communication on WhatsApp, encouraging brands to invest in click-to-WhatsApp ads across Meta platforms. This, in turn, may enhance customer engagement and loyalty, particularly as AI-based tools become integral to customer interactions.
Additionally, WhatsApp has announced plans to make utility templates free starting April 1, 2025. These templates, used to send essential updates like delivery notifications, will be free if sent within the customer service window. However, utility messages sent outside this window will continue to incur charges at the current utility rate.
