OTT platforms to discuss regulations with MIB
The Ministry of Information and Broadcasting (MIB) is meeting with top OTT platforms (Amazon, Disney and Netflix) and tech giants (Google, Meta) tomorrow, June 14th, to discuss proposed regulations for streaming services.
Last year, the government introduced a draft law to bring OTT platforms under the purview of broadcasting regulations, similar to cable TV. This has sparked concerns from stakeholders about potential stifling of creative freedom and freedom of expression.
The proposed regulations include:
Content Certification: The draft bill suggests establishing official content certification and a regulatory committee. Stakeholders worry this could lead to excessive pre-screening and hinder content creation.
Content Evaluation Committees (CEC): The bill proposes forming committees with diverse members to review and approve shows before release. Currently, online content doesn't require such approval, unlike movies in cinemas.
Self-regulation: The government argues the new law and CECs will promote robust self-regulation. They propose the government define committee structure and only allow certified shows to be streamed.
These regulations, including the CEC and Broadcast Advisory Council (BAC), are up for discussion. The CEC would handle self-certification, while the BAC would address complaints regarding content violations.
This meeting comes amidst ongoing debate about balancing content regulation with creative freedom in India's booming OTT industry.
